Cruise Control Intermitent

Before I start throwing parts at this, I see the control unit is listed as behind the steering column, under the dash. Do I need to take the dash off to get to this part?

Also I'm rural, mechanics read shop manulas, add in, it's a 1991, so they probably forgot or never saw one of these.

The vacuum servo is up front, easy to get at. Something I can handle.

Here's what has been going on, maybe someone has experience?

In the Winter the cruise doesn't work until after I've driven some time. Also it starts at a lower speed and I have to hold the increase button to get the setting up.

Summer sometimes I get no dash light (switch light always stays on by the way) It might go on and off, or might work for weeks.

I don't know if it could be vacuum hoses, control unit, servo... or anyone?

Sorry, I can't help you. I swapped in engines for both of the Accord wagons I have owned and cruise control didn't work with the new engines.

I'd follow the shop manual but I'd be considering the focus on the servo and a leak.
